What the Coimbatore master plan does
The master plan for the Coimbatore Local Planning Area (LPA) is the legal framework for land use, the city's expansion and building permissions across the city and its suburbs. Check which version of the plan applies to your plot's area, since plans are revised from time to time.
Every plot, farm and building falls in a master plan zone. Buying land without checking its zone can lead to a rejected building plan, a demolition notice, or no commercial licence.
The main land-use zones
Primary residential: houses, gated plot layouts and flats.
Commercial: shops, offices, shopping complexes and hotels.
Industrial: factories, foundries, workshops and warehouses.
Agricultural: farm land, which needs a formal change of land use before it can be divided into plots.
Hill Area Conservation Authority (HACA) areas: environmentally sensitive hill slopes, where building needs clearance from several departments.
How to check a layout's approval
Unapproved layouts, often sold as panchayat plots without DTCP technical approval, aren't legal in Tamil Nadu, and Sub-Registrars can't register plots in them unless the layout has been regularised under the government scheme.
Check that the layout has an official DTCP approval number (in the form DTCP No. XX/year), and that the developer has gifted the 10% open space reservation (OSR) and the layout roads to the local body by registered gift deed.
| Zone | What can be built | Who approves |
|---|---|---|
| Primary residential | Houses, flats, gated layouts | DTCP and the Corporation or panchayat |
| Commercial | Shops, offices, hotels, showrooms | DTCP and the Local Planning Authority |
| Agricultural | Farming and farm storage (plots need a change of land use) | The Collector and DTCP |
| HACA area | Low-density building under strict rules | The HACA committee and DTCP |
Step-by-step checks for land buyers
Ask for the approved layout plan stamped by DTCP, and match the plot's survey number and measurements on the ground with that plan.
Check the TNRERA registration for any layout with more than 8 plots or over 500 square metres, and check the Patta and a 30-year Encumbrance Certificate.
What to check
- Check the master plan zoning at the LPA or DTCP office.
- Confirm the DTCP layout approval number and the stamped layout plan.
- Check the registered gift deed for the OSR land and the layout roads.
- Confirm the TNRERA registration details.
- Get a 30-year Encumbrance Certificate and check the Patta transfer.
Common questions
Can I register a plot in Tamil Nadu without DTCP approval?
No. Plots in unapproved layouts can't be registered unless the layout has been regularised under the government's regularisation scheme.
What is OSR land in a DTCP layout?
The open space reservation (OSR): 10% of the layout's land, gifted to the local body for parks and public amenities.
How do I check my plot's zoning?
Check the survey number against the master plan's land-use maps at the planning authority, or have it checked professionally. A developer's claim about zoning isn't the same as the zoning itself.
Can the zoning change after I buy?
Plans are revised over long cycles, and reclassification is neither quick nor certain, in either direction. Buy for the current classification, and never pay extra for promised rezoning.
